Renewable energy in Mexico and Russia

In Mexico, electricity production is not liberalised, and until recently it was virtually impossible to connect a private renewable energy power plant to the Mexican grid. This has now changed thanks to a new law that regulates renewable energy production for private use, but with excess energy sold to the grid. Mexico’s Federal Electricity Commission has set a target to increase the share of renewables in the power generation mix with 23% by 2012. The current share of renewables in the mix is approximately 2%. At this rate of growth, Mexico will only reach 4.5% renewables in the electricity mix by approximately 2020.

A similar ambition has been expressed in Russia. The new Russian Decree on Renewable Energy sets a target of 4.5% of electrical power from renewable energy by 2020 excluding large hydroelectric power projects, and 20% by 2020 including large hydroelectric projects.
